A "shed" seems a little unromantic for fish to breed in. Could he not provide a small dog kennel? The haddocks and trouts could line up and book use of a small dish of tepid water for an hour. Sea shanties playing softly in the background, mood lighting, fresh seaweed for each couple...
You don't need planning permission for a row of small, rent by the hour, dog kennels.
